Manufacturers, importers, packers/fillers and distributors of packaging and packaged goods.

All materials/products used for the containment, protection, handling, delivery and presentation of goods from the producer to the end-user and consumer.  This includes sales packaging which is used to enclose the item and transport packaging which is used to protect goods from damage during transport. Transport packaging includes grouped packaging.

All material (mainly paper, cardboard, paperboard, corrugated board, plastic packaging (incl. EPS but excl. returnable plastic), glass, metal (ferrous metals and aluminium), wood, textile, composites,…).

 The recycling targets for individual compliers are higher than the targets which have to be reached by the collection and recovery system (cfr. Percentages in table here above, status 2014).

Part Legislation and specific items

The producer responsibility in Austria is a “Dual model” which means that there is a full responsibility for the industry for the collection, sorting and recycling of packaging waste; that there is a separate collection system besides the collection systems developed by the local authorities and that there is very small influence from the local authorities.

The objective of new legislation in Austria relating to waste management and packaging is to enable increased competition through the approval of more waste collection and processing systems in the household sector.

From 1 January 2015, the amendment to the Austrian Waste Management Act (WMA) and the recast Packaging Ordinance 2014 will bring some major changes regarding packaging waste obligations and the collection and recovery of packaging.

A voluntary agreement for beverage containers (the so-called Sustainability Agenda for Beverage Containers) is supported by the beverage industry, the packaging industry and the recycling systems. The aim of this agreement is to target a 55% material recycling target for PET bottles, to recycle 9.000 tonnes of PET into new bottles by 2012 and to recycle 70% of cans by 2013. There is also a target to reduce net greenhouse gas emissions by 10% by 2017 (against a 2007 baseline).

A deposit system only exists for returnable packaging in Austria. There is no deposit system for disposable packaging.

ARA has a subsidiary, ERA (Elektro Recycling Austria GmbH) which is specialized in the recycling of WEEE. For more information:

  • To collect the licence fees from manufacturers, packers/fillers and importers
  • To finance the full cost of collection, sorting and recycling of HH packaging waste (sales revenues of the sorted waste are paid back to ARA)
  • To support its members in their efforts to reduce the quantities of HH packaging they use.
