Packers/fillers, importers or sellers of packaging or packaged goods must provide collection systems
for all packaging, and ensure that the recovery and recycling targets are met

Any product used to contain, protect, present, deliver or handle goods from manufacturer to a user or consumer.  The national legislation is applied on HH and on T&I packaging.

An industrial packaging is a packaging that ultimately is opened by companies, industries or other businesses.

A household packaging is a packaging that ultimately is opened by consumers or households.

All material (mainly glass, paper/cardboard (including composites), metal, plastic and others)

Overall recovery target: 60% with specific recovery target for plastic (70%) and other packaging materials (30%)
Overall recycling target: 55%, with specific recycling target for cardboard (65%), plastic (30%), metal (70% - except beverage cans), glass (70%), wood (15%) and other packaging materials (15%)
For metal and plastic beverage containers a 90% recycling target is applicable.

Companies that are affiliated to FTI are entitled to use the "Green Dot" symbol on their packaging.

Part Legislation and specific items

According to the law "Ordinance of Producers' responsibilities for packaging" all companies that produce, import or sell packaged goods are subject to a number of obligations. These companies shall:

  • ensure that a collection system exists, through which the end consumers can return used packaging
  • ensure that customers receive the information they need about the collection of used packaging
  • ensure that collected packaging is recovered, recycled and put to good use as either new raw material or energy.

To fulfil these obligations, companies can choose between three solutions:

  • Join a national collection and recycling system such as FTI, who offers an overall solution for EPR
  • Develop an individual system and report figures to EPA themselves (marginal)
  • Combination of above solutions

In 2014 a new version of the regulation was released and included higher recovery and recycling goals and higher demand on the availabilities of the system for the citizens. The department of the environment also is evaluating the possibility to make it mandatory to join an accredited organisation, which it is not the case at the moment. In 2015 a new investigation was initiated by the department of environment and the newly appointed minister of environment. The objective is for the investigator to present, not if, but how the responsibility of the collection part of the process will be taken over by the municipalities. Included in this is also the financing of the collection part witch according to the EPR will be covered by the producers. The results of the investigation is expected in March 2016 but any decision and implementation cannot be expected in many years. 

The owners of FTI are the five material companies (metal circuit , Plastkretsen , Pressretur , Returkartong and Swedish Glass Recycling).

Beverage containers
In Sweden, deposit systems exist for nearly all containers for consumption-ready beverages. AB Svenska Returpack operates the beverage can recovery system. The PET beverage container recovery system is managed by Returpack PET. Svensk GlasÅtervinning AB manages the recovery system for refillable glass bottles (beer and soft drinks).

Fillers and importers have to pay a fee to the Agriculture Agency to fund monitoring and enforcement activities. They also have to pay a fee to register each bar-code they use. Finally, they pay a handling fee for each PET bottle and steel can put on the market (no handling fee for aluminium cans).


  • Collect the fees from packers/fillers, importers or sellers of packaging (goods)
  • Make sure that an appropriate system for collection of packaging is delivered to the end users
  • Make sure the collected material is recycled
  • Consult all 290 municipalities regarding the functionality of the collection system
  • Finance collection, sorting and recycling of packaging waste through material companies
  • Report  all requested information to EPA
